Dutchman's Reworked Wanted System

This mod changes the units sent at each wanted star level.

• 1 star: A few regular police units with both male and female officers.
• 2 stars: More police units and some roadblocks.
• 3 stars: Even more police units, more roadblocks, and a regular police chopper.
• 4 stars: Noose takes over from the police with FIB SUV's, riot van roadblocks, and Valkyrie's and Buzzard's.
• 5 stars: The military takes over ground pursuit with crusaders and barracks roadblocks.
