Add four "FilthyFrank" files following this route: Grand Theft Auto V \ mods \ update \ x64 \ dlcpacks \ addonpeds \ dlc.rpf \ peds.rpf \ You can also install it by changing the name "FilthyFrank" to something like "ig_barry".
