Updates to Desk Communication

Desk's Dispatch Changes is a lore-friendly mod that modifies aspects of the police system, including:
1. Arrests now possible above a 1-Star wanted level.
2. Introduction of a Wanted radius, requiring escape from a designated area.
3. Law enforcement patrols expanded across the entirety of San Andreas.
4. Tiered Wanted Level responses based on location:
(City):
(1-2 Stars) LSPD pursuit.
(3 Stars) Police helicopter tracking.
(4 Stars) NOoSE intervention.
(5 Stars) FIB and GAE deployment.
(Blaine County):
(1-2 Stars) LSSD chase.
(3 Stars) Police helicopter surveillance.
(4 Stars) NOoSE engagement.
(5 Stars) Military and GAE involvement.

Install OIV Mod

In OpenIV, navigate to the [Tools] tab, then [Package Installer], and locate (mod name here.oiv). **NOTE:** Ensure Desk's Dispatch Changes.oiv is installed last if other mods are present.
