This simple tweak makes it so FIB Buffalos and Annihilators spawn in the pursuit at 4 and 5 stars. At level 5 Riots completely push out police cars. These cars are already in game, so I am not adding anything new.

You will need:
Open IV to install
Custo's Tactical Package for NOOSE Annihilator

Installation:
Copy the file using openIV to: update/ update.rpf/ common/ data

NOOSE BUG
If you are experiencing a bug where the two swat men wont spawn at the black swat SUV, here is a fix:

Using OpenIV find vehicles.meta.
Should be located in update/update.rpf/common/data/levels/gta5
Open it and under fbi2 definitions find line LAYOUT_RANGER and make it look like this:
LAYOUT_RANGER_SWAT
Do the same for the sheriff2

It is best if you do this yourself, because many mods edit this file and you might be just using one such a mod. Prividing a edited file would thus make my mod less compatible.
