1. Remove MAP addon (DLC Addon)
2. (Graphic Settings) Turn OFF MSAA
3. (Graphic Settings) Use DirectX 10.0
4. (Graphic Settings) Use normal texture

(Commandline) Force the game to (...) (refer to Rockstar Games support article for full list of command-line parameters)
