I think it's a realistic feature for a unmarked car.

Make a backup if you are a noob at modding :D

Go to mods> x64e> levels> gta5> vehicles.rpf
Click on "Edit Mode" and replace:
fbi.yft
fbi.ytd
fbi_hi.yft

Just put the fbi.xml into:
ELS> pack_default>
