Copy the "messerregular" folder to Grand Theft Auto V\update\x64\dlcpacks
Use OpenIV to extract Grand Theft Auto V\update\update.rpf\common\data\dlclist.xml
Open the extracted file with notepad and add a new line at the bottom:

dlcpacks:\messerregular\

The wheels are categorized as high-end.
