1. Unpack ZIP File
2. Go to 'GTAV/mods/update/x64/dlcpacks'
3. Create new folder '14grandeur'
4. Copy dlc.rpf in folder
5. Go to 'GTAV/mods/update/update.rpf/common/data'
6. Open dlclist.xml
7. Add line: dlcpacks:/14grandeur/

For FiveM

1. Unpack ZIP File
2. Go to 'serverfile/resources'
3. Copy '14grandeur' Folder in 'for FiveM'
4. Go to 'server.cfg'
5. add line: 'start 14grandeur'
