Golf Cart in Blaine County Displaying License Plate

I was tired of filming my LSPDFR episodes for YouTube and seeing all the golf carts in Blaine County without license plates, even though it's a valid reason to pull them over. Where I live in Southern California, there's a law allowing you to register your golf cart for use on city streets, but only in specific cities (mostly older/senior living communities). You often see them at grocery stores and driven around town by elderly people, but with restrictions like no freeways, blocking lanes, or impeding traffic flow. This is a simple edit that adds a license plate to the front and back of the caddy2 model. It's also included as an extra so you might occasionally see vehicles violating the rule (you may need to adjust the car variation file for it to work correctly).
