Enhanced HVY Docktug Replacement

DESCRIPTION
This mod fixes the Docktug's hitch being not able to attach the container trailer and the unability to activate the warning light on the roof. The truck also has been modified to include two simple liveries along with the original blank one. It is also fitted with new rims from the improved Packer mod.
