Go to the address: Grand Theft Auto V\x64e.rpf\levels\gta5\vehicles.rpf
Find the files "freight.yft", "freight_hi.yft", "freight.ytd" and replace them with those in the freight folder.

It's done!

To operate the locomotive, use the "Railroad Engineer".
