Grand Theft Auto V\update\x64\dlcpacks - Use OpenIV to extract
Grand Theft Auto V\update\update.rpf\common\data\dlclist.xml - Open the extracted file with notepad and add a new line at the bottom:
dlcpacks:\agstretched\ - Save the changes and use OpenIV to replace the original file.
The wheels can be found in the sport category.
