Resolve "Ghost" Issue

This fix addresses a problem for users with dispatch.meta files containing excessive models, which leads to cars spawning without drivers.

Installation:

Mod Manager:

Create a folder named "DispatchGhostFix\scripts" within your GTAV Mods directory and place this .DLL file along with a copy of your dispatch.meta inside.

Game folder:

Create a folder (if it doesn't exist) named "scripts" within your GTAV program folder and place this .DLL file and a copy of your dispatch.meta inside.

IMPORTANT: THIS MOD WILL NOT FUNCTION WITHOUT A COPY OF YOUR DISPATCH.META FILE.

You MUST have scripthookv and scripthookvdotnet installed. If you require assistance with their installation, please consult the respective mod authors.
