Updated Sheriff's Deputy Roles

- Utilizing the newest version of Improved Law Enforcement Models from Netman, including updated textures for assets like body armor and duty belts.

- Compatible with OpenIV Package Installer

- Reintroduced original head textures to spawn alongside the new ones for males, resulting in a total of 18 face textures!

- Both deputies now spawn wearing hats

These deputies were initially conceived as a separate law enforcement agency for Blaine County. However, due to current limitations, they are presented as a replacement for the original deputies.
With version 2.0, they now feature models from Netman's Improved Law Enforcement Models and spawn wearing hats by default. I have also restored the old head textures from the vanilla model, increasing the variety of male deputies by 9 head textures (for a total count of 18).
