This is a "SOLITAIRE CORPORATION" t-shirt from the brand solitaire-clothing.fr.

To use it, simply place the file in your resource folder and start it in server.cfg.

You will find the t-shirts on torso 0; then choose torso 2. It is available in 2 colors.
