This ped is based on what the TSG wear in public order situations, such as football matches, demonstrations, marches, protests etc. The riot helmet and masks etc are usually only used during an actual "riot" where they are being pelted with bricks for example. They also wear this in other situations such as terrorist attacks, such as the London Bridge attacks. The bullet proof vest is also used during raids.
