Install:

Mods - x64V - models - cdimages - streamedpeds_players.rpf - player_one

Drop files into the player_one folder for all 32.

Assuming at this point in 2020 if you downloaded this you have a basic understanding of how the mods work on OpenIV, so just rename the files if you only want/don't want certain ones. All the hoodies are lettered so you know which is which.
