Normal Tattoos:

1. - Open OpenIV and
2. - Go to x64v.rpf\models\cdimages\ped_sp_overlay_txds.rpf\
3. - Drag the files from the archive there

Face Tattoos:

1. - Open OpenIV and
2. - Go to x64v.rpf\models\cdimages\streamedpeds_players.rpf\player_two - Trevor
3. - Go to x64v.rpf\models\cdimages\streamedpeds_players.rpf\player_zero - Michael
4. - Drag the files from the archive there
