Installation:

Use this mod to use PEDS as Add-Ons. Then, using OpenIV, place all files into: GTAV>mods>update>x64>dlcpacks>addonpeds>dlc.rpf>peds.rpf Run AddonPeds (as administrator). Click "New Ped", enter the name "shakel". Set Ped Type to "male" and Is streamed to "False". Press REBUILD. You're done! Alternatively, replace the files with any other ped (e.g., ig_bankman).
