Vietnamese Traffic Police Officer's Hobby Leads to License Plate Controversy

Hello! I really wanted to try designing car liveries/skins, and this is my first attempt. It's not perfect yet, but I hope you enjoy it! Please leave feedback and suggestions. My goal is to create Vietnam police liveries for all GTA police cars someday, but no promises. NOTE: I have added a Vietnam police license plate. The carcols file will make the writing on plate05 white.
