GTAV/update/x64/dlcpacks/patchday3ng/dlc.rpf/x64/levels/gta5/vehicles.rpf

OR

GTAV/mods/update/x64/dlcpacks/patchday3ng/dlc.rpf/x64/levels/gta5/vehicles.rpf

If you want lights to work correctly, carvariations MUST be installed. I suggest copying and pasting the text in the read me file, rather than replacing the entire file.
