Retired 2012 SAHP Vapid Scout Police Unit - Los Santos City PD Pack

This mod adds a lore-friendly SAHP livery for the "Most Wanted 2012 - Los Santos City PD Pack: Vapid Scout Police Utility". The textures are 4096X4096. It also adds a new carcols.meta to change the LED flash pattern and color.
