Before installing, you must download the Lenco BearCat from the following source (by PimDSLR).
GTA V > mods > update > x64 > dlcpacks > patchday22ng > dlc.rpf > x64 > levels > gta5 > vehicles.rpf (It has to be in the last patchday).

This has been created for LSPDFR only (GTA V Story Mode), and not for Roleplay Servers. All the details are in "README".
