Using OpenIV, navigate to:

Grand Theft Auto V\mods\update\x64\dlcpacks\patchday3ng\dlc.rpf\x64\levels\gta5\vehicles.rpf

Replace the file in this location with the one provided in this package.

Remember to enable Edit mode in OpenIV and always create a backup of your files before making modifications.
