Then from folder "Vehicle Files":
Using OpenIV copy the files from the "Vehicle Files" folder to your "mods" folder in the following location:
update -> x64 -> dlcpacks -> patchday13ng -> dlc.rpf -> x64 -> levels -> gta5 -> vehicles.rpf
