Single-Player Pedestrians for LSPDFR Agencies in GTA V

This is my personal agency.xml file, which I use to get single-player pedestrians in LSPDFR.

I've noticed many people struggling with this, so I decided to share it.

I recommend backing up your original agency.xml file so you can revert if you don't like the changes.
