If you do not have a Mods folder created, create it. Inside the Mods folder, you will have to put this:

Grand Theft Auto V/mods/x64/audio/sfx/ONESHOT_AMBIENCE.RPF

You have to replace the file pier_announce_female.awc.

You also have to replace pier_announce_male.awc.
