- Activate both ASI in OpenIV : Tool - ASI Manager
- Use OpenIV and install .oiv localization.
It is recommended to backup the game and install it in the "mods" folder.

You can try deleting the save game folder you are using or reinstalling the game.
Fix by deleting all files in the "mods" folder (clean original game) and reinstall the VH
