• Navigate to GTA V/mods/x64/audio/sfx/SCRIPT.rpf
• Replace the existing files.

You will need OpenIV.

The Overwatch siren repeating itself is due to a file size limitation. Siren audio files cannot exceed 5000 KB, otherwise they will be muted.
