1.0 removes self-driving dispatch.meta vehicles and changes the dispatch.meta Buzzard to the Swift.

This mod replaces the law enforcement with the Chinese People's Liberation Army. Also replaces the police weapons and vehicles with Chinese ones. Installation instructions are in the READ ME! text file.
