Add the file Vespucci Beach Summer Festival.XML to the following directory:

Grand Theft Auto V\menyooStuff\Spooner

Open Menyoo and load the map:

Object Spooner\ Manage Saved Files\Vespucci Beach Summer Festival\Load Placements
