Installation:

  1. Copy the "update" and "menyooStuff" folders to
    X:\Grand Theft Auto V\
  2. Use OpenIV to extract
    X:\Grand Theft Auto V\update\update.rpf\common\data\dlclist.xml. Then open it with notepad and add a new line: 
    dlcpacks:\cpcity\
    Save the file and use OpenIV to replace the original.
