Improved Textures for Rockford Hills Subway

This mod addresses a recurring issue in the game where textures on the ground of the Rockford Hills subway flicker. Although Rockstar initially fixed this bug, it was unintentionally disabled in recent updates. The provided content.xml file reinstates Rockstar's original fix.
